CONTEXT
Within MSF, recruitment responsibilities are shared worldwide between different stakeholders and geographical locations such as HR Teams in missions and projects, Partner Sections and Operational centers (OC). Our common goal is to answer to MSF human resources (HR) needs in changing environments.
Within MSF OCB (Operational Center Brussels) HR Department, the Recruitment Unit (RU) is in charge of:

Recruitment of International Mobile staff (IMS) to answer to OCB HR operational needs

Recruitment process and support for OCB HQ positions based in Brussels or worldwide

Methodological support to the projects and expertise for the recruitment of Locally Hired Staff (LHS)

Talent attraction and employer branding strategy and activities
As referent and expert in recruitment, we aim at supporting and/or framing OCB’s recruitment strategies, policies, processes and/or activities to attract and select motivated and qualitative global diverse and mobile workforce. We strive for more coherence and for the implementation of our core MSF recruitment principles in all recruitment activities: respect, equity, non-discrimination and transparency.
As a recruiter, you will provide essential operational support to the Recruitment Unit in Brussels in this temporary position. Your primary responsibility will be to contribute to regular recruitment activities, ensuring the effective processing of applications from all staff applying through the Brussels Recruitment Office.
You will focus particularly on addressing recruitment needs related to the Central Africa region, playing a key role in meeting staffing requirements for this area. Additionally, you will support the Unit in reviewing and reassessing recruitment policies and processes. This work is aligned with the future OCB recruitment strategy and aims to enhance efficiency while ensuring strict adherence to OCB recruitment principles.
The position reports to the Head of OCB Recruitment.
MAIN RESPONSIBILITIES
To contribute to operational needs by providing quality HR to the Operational Centre of MSF Brussels (OCB).
In alignment with OCB’s recruitment principles, criteria, policies, and procedures, this position entails:
- Support the recruitment process for HQ staff positions
- Lead the recruitment of International Mobile Staff (IMS) for OCB, focusing on candidates from the Central Africa region
- Contribute actively as a dynamic member of the Recruitment Unit to foster team cohesion and achieve collective objectives
- Participate in HR marketing and outreach initiatives tailored to operational needs, including organizing information sessions, webinars, and recruitment campaigns
- Deliver tailored information sessions for Locally Hired Staff (LHS)—either online or face-to-face—with a strategic focus on the Central Africa region, in collaboration with the Central Africa HR Hub
- Collaborate within thematic working groups to address priority areas and achieve annual recruitment objectives
As a primary responsibility, you contribute to and support the recruitment of HQ and On-Post positions by ensuring the effective implementation of recruitment processes:

Ensure that all required documents for the opening and publication of a position are complete; liaise with the relevant line manager and Department assistant to gather missing information or adapt documents as needed prior to publication

Collaborate closely with the line manager and Department assistant to design and implement a recruitment process tailored to the specific HQ position, ensuring consistency and transparency in line with the HQ recruitment policy

Assist in the preparation of interview tools, such as interview guides and scoring grids, in coordination with the line manager and other relevant stakeholders

Participate as a panel member in candidate interviews alongside the line manager and other involved referents.

Take part in the post-interview debriefing and selection discussions, contributing to final candidate selection as a member of the interview panel

Conduct reference checks for shortlisted candidates

Draft a concise recruitment report summarizing the process and the rationale for the final candidate selection :
As part of the Recruitment Unit, you are responsible for the full recruitment cycle of International Mobile Staff (IMS) profiles, in line with operational needs and organizational standards:
- Implement and manage the end-to-end selection process for assigned IMS profiles
- Conduct pre-selection of candidates via the Applicant Tracking System (Wedoo), based on criteria defined by technical and HR departments
- Ensure timely and qualitative follow-up of all applications, including prompt communication with candidates and providing appropriate, constructive feedback to those who have gone through the selection process—regardless of the outcome.
- Ensure the accurate and up-to-date use of the Applicant Tracking System (Wedoo) throughout the recruitment process
- Prepare and submit written reports following pre-screen and Competency-Based Interviews (CBI)
- Once a candidate is selected, conduct a thorough debriefing and transfer the file to the relevant Development Advisor (DA) for onboarding and further career development
REQUIREMENTS
Education & Experience

Bachelor's degree in human resources or social sciences

Minimum 2 years of professional experience in recruitment

Professional experience with MSF or similar NGO is a strong asset
Competencies

Proficiency in English and French, both written and spoken is mandatory

Location: Brussels (Belgium)
* Due to legal administrative constraints, candidates must already have the permanent right as Belgian or EU national, and/or valid work permit with mention of "Unlimited access to the labor market" to work in Belgium

Mobility: 33% of time spent on our projects in the Central Africa region (approximately twice a year for two months each)

Contract type: Fixed-term contract – full-time – Maximum 50% homeworking per week possible

Contract duration: 12 months (extendable)

Salary according to MSF-OCB HQ grid
