Pharmacy Coordinator (m/f/x) – Occupied Palestinian Territories – MSF Belgium

CONTEXT  

MSF has worked in the Occupied Palestinian Territories (OPT) for over 20 years both in the Gaza strip and West Bank.  

In the Gaza strip, MSF has been providing orthopaedic surgery, trauma and burn care and mental health support. Since the beginning of the war on Oct 7th, 2023, MSF activities have drastically changed in Gaza. MSF offers surgical support, wound care, physiotherapy, maternity and paediatric care, primary health care, vaccination, and mental health services, as well as doing water distribution. 

MSF Belgium currently operates in one hospital (Al-Aqsa hospital), one field hospital in Deir Al Balah, two Primary Healthcare Centers (PHCC) and one clinic in Gaza city. 

In West Bank, OCB runs mobile clinics and support PHCCs in Jenin and Tulkarem. 

 

MAIN OBJECTIVE 

As a member of the Coordination Team, the Pharmacy Coordinator OPT is based in Jerusalem and responsible for overseeing the quality and proper organization of the entire medical supply process, proper management of the medical stock in the various projects, and in close collaboration with the Medical Coordinator (MedCo), the correct usage of medicines and medical materials, according to MSF health policies and protocols and the national and international laws, in order to ensure the quality medical care for patients and their communities and to improve the health condition of the population. 

 

MAIN RESPONSIBILITIES 

  • Participation in the planning and setting-up of new pharmacies in the country and in support of the MedCo, contributing to the drawing up and revising of the pharmaceutical budget and travelling to the different projects to supervise and monitor activities linked to the pharmacy. 

  • In collaboration with the MedCo and Logistic Coordinator (LogCo), ensuring the existence and smooth running of a supply process for medicines and medical materials in the programs. In the event of local purchases, guaranteeing adherence to MSF’s recommendations and the information circuits to be followed.  

  • In collaboration with the LogCo, ensuring the good distribution and storage practices for pharmaceutical projects, including proper cold chain management and maintenance and transport conditions.  

  • Collaborating with the MedCo, to consolidate, plan and monitor medical orders (including budgeting with the finance and logistics teams). Obtaining import authorizations from the national authorities and assisting the logistics teams with customs clearance procedures of medical orders. 

  • Contributing to the analysis of performance indicators and the drafting of medical reports with the MedCo. Setting up a system for communicating with the projects with regards to data collection  

  • In close collaboration with the HR Coordinator, participating in the planning, definition and sizing of the health-workforce in the mission and supervising the associated processes  

  • Representing MSF with national authorities for any issues concerning pharmaceutical supply. Collecting information on national regulations relative to importing pharmaceutical products and maintains contacts in the Ministry of Health 

  • Giving proactive support to the respect and achievement of the medical strategy of Gaza project, by providing clear pharmacy indicators and potential solutions to MedCo 

  • Ensure timely support to medical teams in case of change the medical strategy, to support med/ ops decision making 

  • For Gaza projects, provide support to Pharmacy Manager in the overview of global pharmacy stock levels inside Gaza  

  • Provide close support to the Project Medical Referent and Pharmacy Supervisor in Jenin in the establishement of the Mobile Clinics projets 

 

REQUIREMENTS 

Education & Experience 

  • Pharmacist with degree/ diploma in Pharmacy 

  • Minimum 3 years professional international experience with MSF or other NGOs, including 1 year as Country Pharmacist Coordinator 

  • Experience with quality assurance and local purchases desirable 
  • Experience in working in high insecure contexts i.e. conflict / war settings is an asset 

  • Exposure to remote management/ coordination is an asset

CONDITIONS 

  • Expected starting date: 15 June 2025 

  • Location: based in Jerusalem 

  • Candidates must have a passport of countries eligible for visa at arrival in Jerusalem 

  • Contract type: fixed-term contract – full-time 

  • Contract duration: 12 months 

  • Mobility: 50% for visits to projects in OPT 
  • Salary according to MSF salary grid 

  • The contractual terms and salary will be established according to the official residence of the selected candidate and in compliance with the standard MSF function and salary grids
  • No family position
