Project Manager – Transforming Fleet Management 

(m/f/x) – Abidjan or Brussels – MSF Belgium 

CONTEXT  

MSF Belgium's Logistics Department (Brussels Operational Centre – OCB) supports logisticians (Logs) in projects and countries by providing support related to Log intervention families and technical families, ensuring access to information and knowledge, and promoting professional development. The Log Department is composed of the Logistics Support Unit (LSU), the Knowledge and Information Management Unit (KMU) and the Logistics Workforce Unit (WFU).  

The Motorized Fleet technical family, part of the LSU, plays a critical role in enabling access to and for patients and communities we seek to assist through the provision, management, and maintenance of transport means. With a growing and diverse fleet of 1300 vehicles, ambitious operational intentions in very diverse contexts, and a constant evolution of our external environment, new challenges have emerged. Besides, Motorized Fleet is a major contributor to MSF’s operational risk profile and significantly contributes to our environmental footprint. It is in this context that we are launching the project "Transforming Fleet Management: Efficiency, Emissions and Road Safety" which introduces a change of approach by anchoring fleet management in movement management, funded by MSF’s TIC (Transformational Investment Capacity). The project seeks to modernize fleet management practices, enhance cross-functional collaboration, and promote behavioral change to optimize fleet operations, improve efficiency, and reduce both accident rates and environmental footprint. Two countries, Democratic Republic of Congo (DRC) and Ethiopia, will be co-designing and piloting the project’s deliverables. 

The 4 key thematic of the project are: 

  1. Vehicle usage rationalization: Consists of developing a Car Booking and Movements Management System to improve planning, usage monitoring & accountability of the Fleet. 

  2. Fleet optimization & Maintenance modernization: In collaboration with the technical team, co-development of Fleet Optimization & Management Guideline integrating Hybrid and Electric vehicles and the adaptation of maintenance protocols and practices. 

  3. Data-Driven Behavior Change: Foster collective responsibility and embed behavior change by raising awareness among vehicle users - Organization of Eco-Driving training. 

  4. Policy and Guidelines Development & Standardization: Finalize and validate a set of standard tools and policies, including a Vehicle Usage Policy, Motorized Fleet Management (MFM) Policy, eco-driving training package, and implementation toolkit, ready for organization-wide rollout. 

As Project Manager of the Transforming Fleet Management: Efficiency, Emission and Road Safety Project, you will be responsible for all stages of the project lifecycle, within the scope of the validated Concept Note, budget, and schedule. You are under the supervision of the Motorized Fleet Team Leader, with the technical support of the Motorized Fleet Management Team, Logistics Knowledge Management Unit (KMU), ICT, Supply, Learning & Development, Environmental Focal Points, MSF OCB Project Management Unit, MSF OCB Financial Planning Unit, MSF OCB Security and Risk Management Unit and the Logistics and Management teams in DRC and Ethiopia. 

Your goal is to ensure the smooth running of the project, to document and communicate all stages, to present activity and budget reports while being the link between the different stakeholders. At the end of the project, you will produce and present a report that evaluates the results in relation to the objectives set in the Concept Note, capitalize on the lessons learned to improve future projects and present a set of standard tools, guidelines and policies ready for organization-wide rollout. 

MAIN RESPONSIBILITIES  

Project Management: 

  • Planning and Organization: Ensure that the predefined project steps are respected to ensure compliance with the schedule and budget 

  • Coordinate the project steering committee meetings, keeping the steering committee informed of project advancement and evolution 

  • Perform all necessary reporting to the TIC Secretariat and keep project documents updated 

  • Independently manage the budget for the TIC project (244K€) with regular follow-up and reporting 

  • Manage risks and anticipate the unexpected 

  • Build and maintain strong relationships with all stakeholders 

Implementation of project phases: 

Phase 1: Mapping & Tool Identification: 

  • Map existing movements booking/follow-up systems (MSF/ODs, other INGOs and privates companies) 

  • Start developments/upgrade of booking and movements management system 

  • Define key indicators for Power BI dashboard 

Phase 2: Ethiopia Visit (Fleet Optimization Focus): 

  • Co-develop Ethiopia-specific Fleet Optimization & Management Guideline (incl. Electric & Hybrid Vehicles policy, SOPs, etc.) 

  • Co-organize eco-driving training with Ethiopia teams and Motorized Fleet Management Team 

Phase 3: DRC Visit (Full Policy Testing in Large Context): 

  • Test both the booking and movements management system and Fleet Optimization & Management Guideline in a large Country context 

  • Monitor flexibility and impact 

  • Co-oragnize eco-driving training with DRC teams and Motorized Fleet Management Team 

Phase 4: Consolidation & Standardization: 

  • Finalize Vehicle Usage and Fleet Management Policies 

  • Package SOPs, tools, indicators, and training 

  • Prepare scale-up roadmap 

  • Develop and implement a communication strategy around the project’s outcomes 

REQUIREMENTS  

Education and experience: 

  • Bachelor’s degree in Project Management or Project Management Certification (PMP, PRINCE2) is highly desirable
  • Minimum of 5 years' experience in project management, including innovation and/or governance-related projects
  • At least 1 year of international experience managing complex, multi-stakeholder projects
  • Experience working in low-resource or insecure contexts
  • Previous experience with MSF or similar humanitarian organizations is an asset
  • Familiarity with logistics, IT and project management tools and software is an asset

CONDITIONS 

  • Starting date: ASAP 

  • Location*: Abidjan (Ivory Coast) or Brussels** (Belgium)  

*Other locations within 2 hours difference of the European time zone can be exceptionally discussed, provided they are well connected to our intervention countries. The final outcome depends on the residency of the candidate, the local legal limitations (residency, work permit, etc.) and on agreement with the hosting MSF entity of these locations. 

**Due to legal administrative constraints, given the duration of the contract, candidates must already have the permanent right as Belgian or EU national, and/or valid work permit with mention of "Unlimited access to the labor market" to work in Belgium 

  • Type of contract: Fixed-term contract – full-time 

  • Contract duration: 18 months 

  • Not a family position 

  • Mobility: 50% in MSF countries of intervention 

  • The contractual terms, conditions, and salary will be established according to the official residence of the selected candidates and in respect of MSF standard function and salary grids
